Why a Documented Policy Matters
When an organization lacks a documented asset policy, employees use their own judgement. This results in laptops being depreciated over 10 years, R500 chairs being capitalized into the register, and delivery vans being handed off between sites without a paper trail. A formalized Fixed Asset Policy removes judgement and enforces rigid protocols.
Core Elements of the Document
A robust Fixed Asset Policy must cover five non-negotiable sections:
- 1. Capitalization Thresholds: The strict monetary line dividing an operational expense from a fixed asset (e.g. Any item exceeding R5,000 with a useful life extending beyond 12 months).
- 2. Tagging & Identification Rules: Exactly who applies the barcode, at what stage of the receiving process, and what types of assets are exempt (e.g. software licenses).
- 3. Transfer Workflows: The mandatory chain-of-approval required before an asset can be moved between physical sites or reassigned to a different custodian.
- 4. Physical Verification Frequency: Mandating that a complete wall-to-wall physical audit occurs annually, with high-risk IT assets verified semi-annually.
- 5. Disposal Authorization: The requirement for a multi-signature electronic sign-off before any piece of hardware is sold or scrapped.
Enforcement Through Software
A PDF policy document sitting on a shared drive achieves nothing if it cannot be enforced. Management must encode these policy rules directly into their asset management tracking software. If the policy mandates a signature for a transfer, the software must block the transfer until the digital signature is captured.
